Markets differ. Customers differ. Regulations differ. And leaders closest to the customer often understand their markets better than anyone at headquarters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But local autonomy has limits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most important decisions a growing multinational can make is determining <strong>which decisions belong locally\u2014and which decisions must remain enterprise-wide.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Getting that distinction wrong creates one of the most common problems in global growth: a collection of successful local operations that no longer function as one company.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Local Knowledge Is Not the Same as Local Authority<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A country manager may know the local market better than headquarters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That does not necessarily mean the country manager should have authority over every decision affecting that market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider a few examples.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A local team should generally have considerable influence over how it reaches customers. It may need flexibility in pricing, distribution, marketing, and customer relationships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But some decisions have consequences far beyond one country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cybersecurity standards are one example.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Data protection is another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So are intellectual property protection, financial controls, major contractual commitments, brand standards, and compliance requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These decisions can create enterprise-wide exposure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Giving every country complete authority over them in the name of &#8220;local autonomy&#8221; is not empowerment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is fragmented governance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Five Categories That Usually Require Enterprise-Level Governance<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The precise boundaries will vary by company and industry, but five categories deserve particular attention.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Risk and Compliance<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A company should not have fundamentally different standards for managing major legal, regulatory, export-control, cybersecurity, or ethical risks simply because it operates in different countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local regulations may require adaptation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The underlying risk appetite should not be reinvented market by market.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Capital Allocation<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Countries should have visibility into their financial needs and opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But enterprise capital cannot become a competition among independent country organizations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Someone must evaluate investments from the perspective of the entire company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Otherwise, individual markets can optimize their own growth while weakening the organization&#8217;s overall allocation of resources.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. Core Technology and Data<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Technology decisions made independently in every country can produce an expensive collection of incompatible systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same problem applies to data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A global company needs sufficient commonality to know what is happening across the organization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local technology choices should therefore operate within defined enterprise architecture and security boundaries.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. Intellectual Property and Brand<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A company&#8217;s intellectual property and reputation do not stop at a national border.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local teams may adapt how a brand is presented to customers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They should not independently redefine what the brand represents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, protection of intellectual property requires enterprise-level standards even when the commercial application is local.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">5. Fundamental Decision Rights<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps the most important category is decision authority itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Who can approve major contracts?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Who can accept unusual risks?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Who can create an exception to a corporate standard?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Who can commit the company to a new business model?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If these questions are answered differently in every country, the organization eventually develops multiple versions of itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is not scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is fragmentation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Should Remain Local?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The answer is not to centralize everything.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That creates a different problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local leaders need room to respond to customers, competitors, cultural differences, and market conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is <strong>not maximum centralization.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is <strong>deliberate allocation of authority.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A useful distinction is:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Global:<\/strong> What must be consistent across the enterprise?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Regional:<\/strong> What benefits from coordination among neighboring or similar markets?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Local:<\/strong> What requires market-specific judgment?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strongest operating models make these boundaries explicit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Autonomy Requires a Fence<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Autonomy works best when leaders understand the boundaries within which they can act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Think of it as a fenced field.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inside the fence, the local organization has room to move.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside the fence, enterprise governance applies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without the fence, every decision becomes negotiable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And when every decision becomes negotiable, standardization erodes, exceptions multiply, and accountability becomes difficult to establish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem isn&#8217;t local autonomy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem is <strong>undefined autonomy<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Real Test of Global Scale<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A company is not truly scalable because it can establish operations in another country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is scalable when it can add another country <strong>without having to reinvent how the company is governed.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That requires leaders to make a difficult but essential distinction:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What should be different because the market is different\u2014and what should remain the same because the company is the same?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer is rarely identical across industries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the question should always be asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because sustainable global growth does not come from choosing between central control and local freedom.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It comes from knowing <strong>where each belongs.<\/strong><\/p>","protected":false},"excerpt":{"rendered":"<p>International expansion requires local judgment.
